John Buckley

"A Tax Lawyer on the Economics of Tax Reform"

John Buckley is a long time congressional tax law drafter and former Georgetown University Law Professor.  He has had a major role in drafting every tax bill between 1974 and 2010 as Associate House Legislative Counsel, Chief of Staff of the Joint Committee on Taxation, and Chief Democratic Tax Counsel of the House Ways and Means Committee.  He has taught tax policy for 12 years at the Georgetown University Law School.  He is in a unique position to discuss the economics of tax reform, and particularly of the border adjustment tax, from the vantage point of a tax lawyer who has worked with a lot of economists.  He's looking forward to a lively discussion. 

EDUCATION:    JD, University of Wisconsin Law School, 1973.  
PROFESSIONAL EXPERIENCE:  
1973-1993: Associate Counsel in the Office of the House Legislative Counsel. During this period, Mr. Buckley participated in the drafting of all major tax legislation enacted after 1974.
1994: Chief of Staff of the Joint Committee on Taxation.
1995-2005: Adjunct Professor at the Georgetown University Law Center.
1995-2010: Chief Democratic Tax Counsel for the House Committee on Ways and Means.
2011-2013: Visiting Professor at the Georgetown University Law Center.
